Does OpenNMT support Connectionist temporal classification (CTC) with RNN?
If it supports then how to use it?

No it does not. You might want to have a look at a more speech oriented toolkit (deepspeech.pytorch?).

Wouldn’t know for sure, and it probably depends on your task. Maybe ask @da03 who worked on the speech implementation in OpenNMT-py.
(Still, one has “Neural Machine Translation” in its name, the other “Speech”, might be a clue.)
